Ministerial Conference of the Community of Democracies
Seoul, Korea 1012 November 2002
Delegates from more than 110 countries adopted
a pro-democracy action plan and an anti-terrorism declaration
at the Second Ministerial Conference of the Community of Democracies,
held 10-12 November 2002 in Seoul, Korea. The conference,
“Democracy: Investing for Peace and Prosperity,”
was organized around four ministerial roundtables: 1) Consolidating
Democratic Institutions, 2) Regional Cooperation to Promote
Democracy, 3) Media and Democracy, and 4) Coordinating Democracy
Assistance.

Participation Criteria - In September, 2002 the
Community of Democracies Convening Group determined that states
need to respect certain democratic standards in order to participate
in the Community of Democracies.

letter to U.S. Government - On May 24, 2002, the U.S.
NGO Coordinating Committee for the Seoul Nongovernmental Forum
submitted a letter to the U.S. representative to the Community
of Democracies with recommendations regarding which governments
should be invited to the Seoul Ministerial and in what capacity.

Seoul
Plan of Action - The Second Ministerial Meeting of the
Community of Democracies culminated two days of meetings with
unanimous approval of an Action Plan. The Convening Group
was formally endorsed as the body to follow up implementation
of the Seoul Plan of Action and to report to the third governmental
conference, which the government of Chile announced it would
host in 2005.
